Ok this has been in my head for over a year now.
You will need “Any Game Starter Program” https://www.modthesims.info/download.php?t=250555
Ok make a base game only to start (or use one of the 3 org. hoods), as soon as you get a baby (or child in one of the 3 base game hood) to adult and move them into there own house then you can add (EP) University and (SP) holiday Party Pack if you have them.
Have them have a baby and as soon as the baby becomes adult and moved into there own house you can add the next set of EP/SP and so on.
So to start out you need just the Base Game.
1st baby to adult you can add (EP) University and (SP) holiday Party Pack.
2nd baby to adult you can add EP Nightlife. (No SP came before OFB.)
3rd baby to adult you can add EP Open For Business and Family Fun Stuff plus glamor Life Stuff.
4th baby to adult you can add EP Pets and SP Happy holiday Stuff.
5th baby to adult you can add EP Seasons and Celebration Stuff plus H&M Fashion Stuff.
6th baby to adult you can add EP Bon Voyage and Teen Style Stuff.
7th baby to adult you can add EP Free Time and Kitchen & bath stuff plus IKEA Home Stuff.
8th baby to adult you can add EP Apartment Life and Mansion & Garden Stuff.
Upon having the 9th baby reach adult-hood then the challenge is over.
If for some reason you don’t have the EP but you have the SP then it is ok to add and move forward.
If you don’t have the EP and the SP for that gen. then you will need to grow up the baby to adult and have that adult have a baby grow up to adult and moved that adult into there own house to be able to add the next set of EP/SP.
You may move in grand parents if you want to after the baby is born.

Interesting! Wish I had the time to play this, it would be very challenging!
